I would see this as a wider team problem, as anyone not carrying out
their duties or responsibilities to the necessary standards could impact the rest of the team.
On that basis, I would speak to the person in private to find out what the problem he's facing. And I would offer him help to get him back up to speed.
If it was simply down to the fact he's not doing his job properly due to a lack of motivation, I would explain how his inaction could have a detrimental effect on the rest of the team members and he needs to sort things out quickly.
Although I'm not a manager, I would still see it as my own problem and solve it for the good of the team.
