Generally speaking, I think the desire to continue learning isn't an age issue.

So in this regard ,there shouldn't be any stereotypes or prejudices on adults

In other words, as long as they would like to keep the pace of the fast changing world ,they can learn things ,like new technologies or knowledge

However, the truth is that some adults may find it difficult to pick up new things.

I mean they may either be too lazy or they simply have no interest

As a result, they are more likely to lag behind changes of the world

Well ,it's a really tricky question

And I don't think so

learning is an individual thing.

I mean ,as long as people would like to make a better life ,or improve themselves, they will take the initiative to learn

Also this world is changing rather fast.

And it is fairly competitive

If people don't learn ,as I said ,they will easily lag behind

So ,in this regard governments have no obligations.

But, what governments can do is to promote the awareness of learning

Also, governments can build some free public places ,like libraries , bookstores or museums for people to gain access to new things

Well that's a really great question.

I'm not sure about the situation overseas, but in China, I would say in the past ,people didn't get /gain very good access to education

And probably women were not allowed to go to schools

Also ,the literacy level in China was rather low

However ,this situation has been changed recently because of the nine year compulsory education policy

So, nowadays both girls and boys have equal rights to be educated ,and at least they have to receive nine year education

As a result, the literacy rate is largely boosted

Well ,in terms of the positives ,it facilitates people to learn

Like, during this pandemic, students can follow online courses even though they cannot go to physical classes

Also ,the average price of online courses is lower because there are no extra fees for their transport ,and for the physical classroom.

Given the benefits, there still exist some down sides

One is that, for younger students, they may find it difficult to concentrate behind the screen

Also ,there is a lack of real interaction between trainers and trainees.

And probably the learning efficiency will be lower as opposed to physical learning
