Villages (rural areas) are territorial complexes with natural, social and economic characteristics, and functionalities including production, life, ecology and culture. Rural areas coexist, improve and progress mutually with urban areas, constituting the main spaces for human activities. The prosperity or decay of a country is closely correlated with its rural development, and the contradiction currently in our country between the people’s ever-growing demands for a better life and the unbalanced and inadequate development shows its most prominence in rural areas. Still, our country is and will be lasting for a long time at the preliminary stage of socialism and is largely characterized by its rural development. The toughest task, the broadest and solidest foundation and strongest potential and momentum to building our country into a complete, moderately-prosperous society and powerful socialist country is through revitalizing the rural areas.
