杜小东，男，中共党员，祖籍四川。现任重庆一带一路经济技术合作中心理事长兼主任，一带一路门户网创始人，重庆“一带一路”会讲团名誉团长，重庆市慈善总会“一带一路”互联互通慈善基金管理委员会主任，重庆市深化教育领域综合改革试点建设项目（“一带一路”倡议下跨境数字经济产教人才培养模式研究）课题组研究员、重庆文化和旅游发展研究会副会长、重庆市合川区人民政府政府顾问，重庆师范大学涉外商贸学院客座教授，重庆文化和旅游发展研究会副会长，中国国际贸易促进会国际商事调解员，中国国际商会国际商事调解员、中国人民解放军西南服务团团史研究会副秘书长。
