引言
加快发展节能汽车是缓解燃油供应矛盾、改善大气环境质量、促进我国汽车产业健康可持续发展的重要举措。为贯彻落实《汽车产业中长期发展规划》中提出的乘用车平均燃料消耗量目标要求,我国发布并实施了GB 27999《乘用车燃料消耗量评价方法及指标》。为鼓励先进汽车节能技术的发展和应用,做好GB 27999配套实施细则,基于鼓励先进、可量化评价的原则开展了乘用车循环外技术/装置节能效果评价方法的制定工作。
鉴于不同循环外技术/装置的技术原理、节能效果以及应用程度存在差异,节能效果的评价方法也存在不同,因此GB/T 40711编制为分部分的标准。结合行业管理需要和技术应用特征,先行制定了换挡提醒装置,怠速起停系统、汽车空调、制动能量回收系统等技术/装置的节能效果评价方法。同时未来亦不排除扩展纳入其他循环外技术/装置的可能。GB/T 40711《乘用车循环外技术/装置节能效果评价方法》的前四部分构成如下:
——第1部分:换挡提醒装置。目的在于确定乘用车换挡提醒装置的循环外节能效果评价方法。
——第2部分:怠速起停系统。目的在于确定乘用车怠速起停系统的循环外节能效果评价方法。
——第3部分:汽车空调。目的在于确定乘用车空调的循环外节能效果评价方法。
——第4部分:制动能量回收系统。目的在于确定乘用车制动能量回收系统的循环外节能效果评价方法。
每种技术/装置节能效果评价方法分别作为GB/T40711的一部分,各部分相互补充,共同构成我国循环外技术/装置标准体系。未来,将根据产业发展情况进一步调整完善循环外技术/装置标准体系,促进行业节能技术进步。
乘用车循环外技术/装置节能效果评价方法
第1部分:换挡提醒装置
1 范围
本文件规定了乘用车换挡提醒装置节能效果的评价方法。
本文件适用于具有换挡提醒装置的最大设计总质量不超过3 500 kg 的M1类车辆。
本文件适用于能够燃用汽油或柴油的车辆,不适用于混合动力电动汽车。

3 术语和定义
GB 27999界定的以及下列术语和定义适用于本文件。
3.1
节能驾驶指示装置eco-driving indicator device
可实时、直观地提醒驾驶员调整驾驶操作(换挡和/或加、减速)以降低实际驾驶中燃料消耗量的装置。
3.2
换挡提醒装置gear shift indicator;GSI
装配于手动挡车辆,可实时、直观地提醒驾驶员调整挡位的一种节能驾驶指示装置(3.1)。

4 总体要求
4.1 节能驾驶指示装置(含换挡提醒装置)应能以视觉和/或听觉等形式实时、直观地提醒驾驶员进行节能驾驶操作,同时不应影响车辆的安全运行。
4.2 车辆生产企业或其授权代理者应将―辆代表被试车型的车辆提交给检测机构,同时提供以下相关信息:

This document is the first part of GB/T 40711 Off-cycle technology/device energy saving effects evaluation methods for passenger cars. The following parts of GB/T 40711 have been published:
—— Part 1: Gear shift indicator;
—— Part 2: Idle start-stop system;
—— Part 3: Automotive air conditioner; and
—— Part 4: Regenerative braking system.

Introduction
Accelerating the development of energy saving vehicles is an important measure to alleviate the contradiction between fuel supply and demand, improve the quality of atmospheric environment and promote the healthy and sustainable development of China's automobile industry. To achieve the average fuel consumption targets for passenger cars put forward in Plan for the Medium- and Long-term Development of the Automobile Industry, GB 27999 Fuel consumption evaluation methods and targets for passenger cars has been issued and implemented in China. Based on the principle of encouraging advanced and quantifiable evaluation, the off-cycle technology/device energy saving effects evaluation methods for passenger cars have been formulated to encourage the development and application of advanced automobile energy-saving technologies and provide supporting implementation detail rules for GB 27999.
GB/T 40711 has been compiled to be a standard consisting of several parts, for there are different evaluation methods of energy-saving effects due to the differences in technical principles, energy saving effects and application degrees of different off-cycle technologies/devices. Combined with the needs of industry management and technical application characteristics, the energy-saving effect evaluation methods of the technologies/devices of gear shift indicator, idle start-stop system, automobile air conditioner and regenerative braking system have been formulated first. More off-cycle technologies/devices may be formulated as parts of GB/T 40711 in the future. The first four parts of GB/T 40711 Off-cycle technology/device energy saving effects evaluation methods for passenger cars are as follow:
—— Part 1: Gear shift indicator, formulated to determine the off-cycle energy saving effects evaluation method of gear shift indicator for passenger cars.
—— Part 2: Idle start-stop system, formulated to determine the off-cycle energy saving effects evaluation method of idle start-stop system for passenger cars.
—— Part 3: Automotive air conditioner, formulated to determine the off-cycle energy saving effects evaluation method of automotive air conditioner for passenger cars.
—— Part 4: Regenerative braking system, formulated to determine the off-cycle energy saving effects evaluation method of regenerative braking system for passenger cars.
The energy saving effects evaluation method of each technology/device is a part of GB/T 40711, which complements each other and constitutes together as the off-cycle technology/device standard system in China. In the future, this off-cycle technology/device standard system will be further adjusted and improved with the industrial development to promote the energy-saving technologies in the industry.

1 Scope
This document specifies the off-cycle energy saving effects evaluation method of gear shift indicator for passenger cars.
This document is applicable to the vehicles of category M1 with the maximum design total mass up to 3,500 kg.
This document is applicable to vehicles driven by gasoline or diesel oil and not applicable to hybrid electric vehicles.

3 Terms and definitions
For the purposes of this document, the terms and definitions given in GB 27999 and the following apply.

eco-driving indicator device
a device for instantly and intuitively alerting the driver to adjust the driving operation (gear shift and/or acceleration and deceleration) to reduce the fuel consumption during actual driving
