1941年12月8日 美国总统富兰克林·罗斯福就12月7日的日本偷袭珍珠港事件在美国国会发表演讲，对日本正式宣战。

Yesterday, Dec. 7, 1941 - a date which will live in infamy - the United States of America was suddenly and deliberately attacked by naval and air forces of the Empire of Japan.

昨天，1941年12月7日，这一天将永远成为令我们国家耻辱的日子。美利坚合众国遭到了日本帝国海空军的蓄意突然攻击。

The United States was at peace with that nation and, at the solicitation of Japan, was still in conversation with the government and its emperor looking toward the maintenance of peace in the Pacific.

美国当时和日本处于和平状态，应日本方面邀请，为了维持太平洋地区的和平，美国还在于日本政府和天皇进行谈判。

Indeed, one hour after Japanese air squadrons had commenced bombing in Oahu, the Japanese ambassador to the United States and his colleagues delivered to the Secretary of State a formal reply to a recent American message. While this reply stated that it seemed useless to continue the existing diplomatic negotiations, it contained no threat or hint of war or armed attack.

实际上，日军飞行中队飞抵瓦胡岛并开始轰炸的1个小时后，日本驻美大使及其同事才向美国国务卿递交近期谈判的正式答复。在这份答复中，日方认为当下的外交谈判已经没有继续下去的必要，但是并没有威胁，也没有暗示发动战争或军事袭击。

It will be recorded that the distance of Hawaii from Japan makes it obvious that the attack was deliberately planned many days or even weeks ago. During the intervening time, the Japanese government has deliberately sought to deceive the United States by false statements and expressions of hope for continued peace.

从日本到夏威夷群岛的距离就可以看出，这次袭击很明显在几天甚至几周前就已经在蓄意计划中。在此期间，日本政府故意用希望继续维持和平的假象欺骗美国。

The attack yesterday on the Hawaiian islands has caused severe damage to American naval and military forces. Very many American lives have been lost. In addition, American ships have been reported torpedoed on the high seas between San Francisco and Honolulu.

Japan has, therefore, undertaken a surprise offensive extending throughout the Pacific area. The facts of yesterday speak for themselves. The people of the United States have already formed their opinions and well understand the implications to the very life and safety of our nation.

由此看来，日军在整个太平洋地区都发动了突然袭击。昨天的事件就是证明。美国人民已经万众一心，并且明白这对我们国家的安全和存亡造成的影响。

As commander in chief of the Army and Navy, I have directed that all measures be taken for our defense.Always will we remember the character of the onslaught against us.No matter how long it may take us to overcome this premeditated invasion, the American people in their righteous might will win through to absolute victory.

作为陆海军最高指挥官，我已经命令军队采取一切措施进行防御。我们要永远记住这次袭击的性质。无论要耗费多久才能挫败这场有预谋的入侵，美国人民有正义在手，一定会取得绝对的胜利。

I believe I interpret the will of the Congress and of the people when I assert that we will not only defend ourselves to the uttermost, but will make very certain that this form of treachery shall never endanger us again.Hostilities exist. There is no blinking at the fact that that our people, our territory and our interests are in grave danger.With confidence in our armed forces - with the unbounding determination of our people - we will gain the inevitable triumph - so help us God.

我相信我已经表达了美国国会和美国人民的意愿，我确信，我们不仅要全力保卫国土，还要确保美国永远不会再受到这类背信弃义行为的危害。敌人就在面前，我们的人民、我们的国土和我们的利益都处于极大的危险中，我们不能忽略这一事实。我对美国军队和美国人民有十足的信心，我们势必会取得胜利，保佑我们吧，上帝。

I ask that the Congress declare that since the unprovoked and dastardly attack by Japan on Sunday, Dec. 7, a state of war has existed between the United States and the Japanese empire.

由于1941年12月7日星期天，日本对我国无缘无故进行的可耻袭击，我要求国会宣布：美国和日本帝国处于战争状态。
