The Office of Continuous Improvement (OCI) coordinates agency-wide implementation of the continuous improvement program. 答：主要分为以下几种方案：

1. 简单产品类，不利用化学品发挥作用的产品：不会涉及到任何测试，但是需要将工厂信息，公司信息，产品基本信息进行登记备案，且每年需要递交年度生产报告。

2. 化学品类：需要提交化学品的毒理性测试，能效数据，环境影响数据等一些列资料。如果该化学品之前有厂家注册过，则可以引用之前提交的数据，但需要支付费用购买。如果是一个新产品，之前EPA系统没有相关数据备案，则需要测试，测试所产生的费用十分高，一般是17600美金起步，高的甚至达到80-100万美金（比如纳米类材料）。

3. 发动机类：这类产品需要对发动机进行排放测试，该排放测试必须是EPA认可的符合GLP规范的实验室操作，测试成本很高，一般是6-7W人民币，大型功率的发动机远远不够。测试通过之后，需要将测试报告和申请资料一起递交到EPA申请注册。
