前面说过，早在1999年，星河公司在四川省“秸秆综合利用”投标时以第一名的成绩中标后，由于国内外媒体铺天盖地的宣传，使周兴和与他的专利技术迅速走红，成为当时新闻聚焦的热点。当时，除了国内，一些国外的政府、企业也纷纷向该项技术抛来媚眼。其中，非洲埃及是第一家。

埃及也是传统的农业国家。农业的生产，同样产生大量的稻草、麦草、秸秆等废弃物，由于他们也没有更好的处理方式，那里的农民也和我国广大农村地区一样，采取焚烧还田的处理方法。由此那里也和成都平原一样，造成严重的空气污染，一些城市的飞机升降也受到严重影响。于是，埃及政府希望从中国引进这项成熟的技术，对本国的稻草、麦草、秸秆等进行综合利用。从2001年春起，埃及政府就邀请星河公司赴埃及进行技术及产品演示。经过现场演示，周兴和发明的变废为宝、处理秸秆的专利技术，在埃及国内引起轰动，穆巴拉克总统曾专门为引进中国秸秆处理技术作了批示。在此基础上，经反复对比和洽谈，埃及环境部于2002年12月与星河建材公司签订了合作协议，拟以1200万美元的代价从该公司引进技术及相关设备，并计划３年内在埃及建成９个“成都造”秸秆轻体隔墙板生产基地。

President Mubarak once made instructions for the introduction of Chinese straw treatment technology. On this basis, after repeated comparison and negotiation, the Egyptian Ministry of Environment signed a cooperation agreement with Xinghe Building Materials Company in December of 2002, proposing to introduce the technology and related equipment from Xinghe Company at the cost of 12 million US dollars, and planning to build 9 straw lightweight partition board production bases "made in Chengdu" in Egypt within 3 years.
但合同签订后，由于埃及国内政坛各派政见纷争、政局不稳以及经济等原因，这个合作项目被他们拖延下来。“埃及政府不讲信用。”周兴和这时还缺乏对他国国情的深入了解，缺乏国际经济合作的经验，时间一长，他少了一些耐心。一气之下，他给穆巴拉克总统写了一封信，信中不乏透出了心里的怨气——虽然最终他们还是与埃及进行了有效的合作，但那是几年以后的事了。

这个条件太苛刻了，这样一来，你美国人不是把这项技术垄断了么！我们自己国内还有那么多穷人买不起房子，还有那么多农民住着草棚窑洞，还有那么多游牧牧民常年居无定所，中国人发明的技术，首先应该造福中国人民呀！基于这种简单而朴实的想法，戴尔这一提议当即被钟培松和周兴和拒绝了。同样还是基于这样的想法，后来他们在与加拿大政府合作谈判的过程中，参加谈判的政府代表表示：只要周先生带领你的团队到我们加拿大来发展，40天之内，我们可以免费为你的全部人员办妥移民手续。

就在不久前，泰国一家企业来到成都，表达了要购买星河公司技术及设备意愿，双方已初步达成了400万美元金额的合同。同时，菲律宾、马来西亚、柬埔寨等一些国家政府闻讯也发来函电，表示将同星河公司洽谈合作事宜。
