印度新冠肺炎全国大封锁期间出行管理办法
按照印度政府规定，全国21天大封锁期间，商户关门，公交停运，机动车禁止上路，违者受罚。
但是，社会运转必不可少的一些部门工厂商店还要有人出去上班，同时老百姓遇到紧急困难也要求出门。为了满足这两种人的出门需求。印度各邦或联邦属地的警察当局开放接受群众上路通行证申请。
穿透封锁线的通行证有两种形式：电子通行证 e-passes和纸质通行证physical passes。
从种类上讲，通行证有两种，人员通行证和车辆通行证。
电子通行证，主要是新德里，海德拉巴，班加罗尔警察局在搞，新德里封锁头两天就发了一万个，发放对象主要是生活必需品的生产，运输，仓储部门的工作人员，电子通行证存在智能手机上，遇到警察检查出示即可。
以德里政府为例，它发放的电子通行证可以在德里和周边地区（within Delhi and in neighbouring Noida, Gurugram, Ghaziabad and Faridabad）有效通行。For the movement of persons involved in the essential goods and services, the concerned Delhi-based organisations have to get the curfew passes from their respective district Police headquarters。记者只要带工作证就可通行（Media personnel will not require a curfew pass, but they will need to carry their identity cards.）。
指定了负责受理申请部门是附加警务专员办公室，用中国话说就是德里警察局副局长（The Delhi Police on Tuesday announced that the employees of private organisations engaged in essential services in New Delhi district may seek their curfew passes from the Additional DCP-1 New Delhi.）
快递公司可以这样申请（Delivery partners can apply for passes on WhatsApp via an authorised mobile number of the district magistrate which is available on the website of the revenue department.）。
个人可以这样申请（Individuals can also apply for these passes by email. They can share their credentials at ddma.delhi@nic.in along with relevant documents of identity and the essential service as the case may be）。
申请获批后通过社交账号或电子邮箱发送电子通行证给申请人，整个封锁期内都有效。
市民可以通过德里政府的一个网站-epass.jantasamvad.org-申请电子通行证（The Delhi government has launched a website - epass.jantasamvad.org - where people involve in manufacturing and supply of essential commodities and services can apply for e-passes.）
进入网站按照提示操作，6步即可完成申请。In order to get an e-pass, one can visit the website. The applicant will have to submit details such as name, address, contact number, type of service and ID proof to avail an e-pass.
在这个网站上还可以申请各种政府救济。
经过德里警方紧急协调，从昨天周六开始，市民也可以在德里警察局Delhi Police网站上申请通行证。
在喀拉拉邦，西孟加拉邦，生活必需品供应服务一条龙部门工作人员只需凭单位工作证就可上路。在海德拉巴，快递小哥只要穿上制服就可通行无阻。其它部门单位集体把员工姓名发到有关部门邮箱，即可办下通行证。喀拉拉邦还允许老百姓在网上填写下载打印表格，作为个人紧急出行（比如看急诊）的出行凭证。
考虑到印度手机功能手机存量巨大，智能手机尚不能一统天下。印度各地都在发放纸质通行证。一般审批制作单位为警察局。大城市在总局，农村在派出所。人员发证，车辆贴纸。申请对象中包括快递小哥，记者，银行保险公司职工，粮店和杂货店工作人员等等。但是通行证不发给政府机关和法院工作人员，他们出行必须随身携带单位工作证。
