2023赛季F1 Sporting Regulation 1~5(自翻版)
Beginning: 其实在2022年的暑假我就有翻译运动规则的想法了,但当时一无时间、二无人帮忙、三也是自己懒癌犯了(毕竟刚中考完想把没玩过的都玩回来哈哈哈),所以就一直拖着,直到现在,也就是2023年的暑假。
其实直到这个暑假之前,我的周围一直没有热爱F1这项运动的人,所以有些问题也只能上网看看大佬的解释。当然这样就不是我自己的想法了。22年的时候带着一堆不认识的词看看22年的Sporting Regulation倒也能看懂,但那也是因为偌大一个互联网竟然找不到一本翻译版的规则书的大背景下,而不得已看的英文版。
“1.2 The final text of these Sporting Regulations shall be the English version which will be used should any dispute arise as to their interpretation. Headings in this document are for ease of reference only and do not form part of these Sporting Regulations.”
事实上“以英文版本为准”这句话并不意味着作为一个普通人就不能把这边110多页的带附件的运动规则翻译出来。只是因为他实在太多了,多到没人想翻而已。英语好的人对着规则书大谈特谈,留下那些不懂英语的人随风凌乱。
“英语”,就像是一道天堑一般,挡住了让更多的人入坑的步伐。
也正因如此,我将尽我所能翻译F1的原版规则。翻译过程中错误和疏漏是不可避免的,因此规则将以中英对照的方式排版发布,同时也请各位读者指出错误。
以下为正文:
1) REGULATIONS
1)总则
1.1 The FIA will organise the FIA Formula One World Championship (the Championship) which is the property of the FIA and comprises two titles of World Champion, one for drivers and one for constructors. It consists of the Formula One Grand Prix races which are included in the Formula One calendar and in respect of which the ASNs and organisers have signed organisation agreements with the FIA. All the participating parties (FIA, ASNs, organisers, Competitors and circuits) undertake to apply as well as observe the rules governing the Championship and must hold the appropriate FIA Licences which are issued to drivers, Competitors, officials, organisers and circuits.

1.2 The final text of these Sporting Regulations shall be the English version which will be used should any dispute arise as to their interpretation. Headings in this document are for ease of reference only and do not form part of these Sporting Regulations.
1.2 本运动规则的最终文本应为英文版本,如在其解释上出现任何争议,将以英文版本为准。本文件中的标题仅作参考之用,不构成运动规则的一部分。
1.3 These Sporting Regulations apply to the whole calendar year referred to in the title, and to the Championship taking place within that calendar year (“the Championship”). Any changes made by the FIA for safety reasons may come into effect without notice or delay.

1.4 Until 01 August 2023, for Competitions where a sprint session is scheduled, and in exceptional circumstances only, the FIA may implement temporary changes to Articles 30.5.h, 37.4, 39, 40.9, and 42 of these Sporting Regulations. Any such changes:

a) May only be made with the agreement of the FIA, the Commercial Rights Holder and at least eight (8) Competitors;

b) Must address unintended issues that have arisen as result of the changes to these Sporting Regulations approved by the WMSC in April 2023;

c) Must be solely intended to ensure sporting fairness or to avoid organisational issues;

e) Will be communicated to the Competitors via the Competition Notes issued by the Race Director.

2) GENERAL UNDERTAKING
2)一般事宜
2.1 All drivers, Competitors and officials participating in the Championship undertake, on behalf of themselves, their employees, agents and suppliers, to observe all the provisions as supplemented or amended of the International Sporting Code (the Code), the Formula One Technical Regulations (Technical Regulations), the Formula One Financial Regulations (Financial Regulations) and the present Formula One Sporting Regulations together referred to as “the Regulations”.
2.1 所有参加竞标赛的车手、参赛者和官员,代表他们自己、他们的雇员、代理商和供应商,承诺遵守《国际运动规则》(《规则》)、《一级方程式技术规则》(《技术规则》)、《一级方程式财务规则》(《财务规则》)以及本《一级方程式运动规则》(以下简称“本规则”)和补充或修订的所有条款。
2.2 The Championship and each of its Competitions is governed by the FIA in accordance with the Regulations.

2.3 Competition means any competition entered into the FIA Formula One Championship Calendar for any year commencing four (4) hours before P1 is scheduled to start and ending at the time for the lodging of a protest under the terms of the Code or the time when a technical or sporting certification has been carried out under the terms of the Code, whichever is the later.
2.3 比赛是指任何一年中在第一次自由练习赛计划开始前4小时开始的,并在根据规则条款提出声明的时间或根据规则条款进行技术或运动认证的时间(以较晚时间为准)结束的,进入国际汽联一级方程式锦标赛赛历中的任何比赛。
2.4 Any special national regulations must be submitted to the FIA with the original application for inclusion of a Competition on the international calendar. Only with the approval of the FIA can such special regulations come into force for a Competition.

3) GENERAL CONDITIONS
3)一般条款
3.1 It is the Competitor’s responsibility to ensure that all persons concerned by his entry observe all the requirements of the Regulations. If a Competitor is unable to be present in person at the Competition, he must nominate his representative in writing. The person having charge of an entered car during any part of a Competition is responsible jointly and severally with the Competitor for ensuring that the requirements are observed.
3.1 参赛者有责任确保所有和他有关的参与者遵守本规则的所有要求。如果一位参赛者不能亲自出席比赛,他必须以书面形式提名他的代表。在赛事的任何环节,参赛车辆的负责人应与参赛者共同或单独负责,以确保这些要求得到遵守。
3.2 Competitors must ensure that their cars comply with the conditions of eligibility and safety throughout each free practice session, qualifying session, sprint shootout, sprint session and the race.
3.2 参赛者必须确保他们的赛车在每一节自由练习赛、排位赛、冲刺排位赛、冲刺赛和正赛中都符合资格和安全条件。
3.3 The presentation of a car for initial scrutineering in accordance with Article 31.1 will be deemed an implicit statement of conformity.

3.4 All persons concerned in any way with an entered car or present in any other capacity whatsoever in the paddock, pit lane, or track must always wear an appropriate pass.

3.5 No pass may be issued or used other than with the agreement of the FIA. A pass may be used only by the person and for the purpose for which it was issued.

3.6 Each Competitor must hold the minimum FIA Environmental Accreditation as follows:

a) 2 Star Rating by 30 June 2022

3.7 Each Competitor and each PU Manufacturer must ensure that upon request the FIA and persons authorised by it are granted such access, without undue delay, to its premises, facilities, individuals, information and documentation (whether these are stored digitally or not), as it may reasonably require to perform its regulatory function as provided for by the Regulations.
3.7 每位参赛者和每家动力单元制造商必须确保,应国际汽联及其授权人员的要求,国际汽联及其授权人员能够在不无故延误的情况下,访问其场地、设备、个人、信息和文件(无论他们是否以电子形式存储),因为国际汽联需要合理的要求履行本规则规定的监管职能。
4) LICENCES

4.1 All drivers, Competitors and officials participating in the Championship must hold an FIA Super Licence. Applications for Super Licences must be made annually to the FIA through the applicant’s ASN.
4.1 所有参与锦标赛的车手、参赛者以及官员必须持有国际汽联超级执照。超级执照的申请必须每年由参赛者所在的国家汽车运动管理机构提交给国际汽联。
4.2 With the exception of a reprimand or fine, when a penalty is applied under the Code or Article 54.3 the stewards may impose penalty points on a driver’s Super Licence. If a driver accrues twelve (12) penalty points his licence will be suspended for the following Competition, following which twelve (12) points will be removed from the licence. Penalty points will remain on a driver’s Super Licence for a period of twelve (12) months after which they will be respectively removed on the twelve (12) month anniversary of their imposition.

5) CHAMPIONSHIP COMPETITIONS

5.1 Competitions are reserved for Formula One cars as defined in the Technical Regulations.

5.2 Each Competition will have the status of an international restricted competition.
5.2 每场赛事都会享有国际限制性比赛的地位。
5.3 A sprint session will take place at up to six (6) Competitions.

a) The distance of each sprint session, from the start signal referred to in Article 43.11 to the end-of-session signal referred to in Article 59.1, shall be equal to the least number of complete laps which exceed a distance of 100km, with the exception of the following circumstance:
a)每场冲刺赛的比赛长度,从第43.11条所提及的比赛开始信号开始,至第59.1条所提及的比赛结束信号结束,需等于完成100km的最小完整圈数,除了以下例外情况:
i) If the formation lap is started behind the safety car (see Article 49) the number of sprint session laps will be reduced by the number of laps carried out by the safety car minus one.

An exception to the provisions of Article 59.1 for the end-of-session signal will be made under the following circumstances:

ii) Should one (1) hour elapse from the start signal before the scheduled sprint session distance is completed, the leader will be shown the end-of-session signal when he crosses the control line (the Line) at the end of the lap following the lap during which the one (1) hour period ended, provided this does not result in the scheduled number of laps being exceeded.
ii)如果在预定的冲刺赛距离结束前,且在开始信号发出后1小时,这1小时结束后的比赛圈后的一圈结束,即当领跑者越过控制线时,且没有超过预定圈数时,结束信号将发出。
iii) Should the sprint session be suspended (see Article 57) the length of the suspension will be added to this one (1) hour period up to a maximum total sprint session time of one and a half (1.5) hours, and the leader will be shown the end-of-session signal when he crosses the control line (the Line) at the end of the lap following the lap during which the sum of these periods ended, provided this does not result in the scheduled number of laps being exceeded.
iii)如果冲刺赛被暂停(参见第57条),中止时长将会被计入1小时的时长,同时也计入1.5小时的冲刺赛最大时长中。在这些时间总和结束的比赛圈后的一圈结束,即当领跑者越过控制线时,且没有超过预定圈数时,结束信号将发出。
5.4 An Alternative Tyre Allocation (ATA) will take place at up to two (2) Events for the 2023 Championship season only, and for the purpose of evaluating whether the revisions are suitable for subsequent Championships.
5.4 备选轮胎规则(ATA)将会仅在2023赛季的至多两场赛事中实施,以评估这些修定规则是否适合在后续锦标赛赛季中实施。
5.5 The distance of all races, from the start signal referred to in Article 44.10 to the end-of-session signal referred to in Article 59.1, shall be equal to the least number of complete laps which exceed a distance of 305km, with the exception of the two following circumstances:
5.5 所有正赛的长度,从第44.10条所提起的比赛开始信号开始,至第59.1条提及的比赛结束信号结束,需等于完成305km的最小完整圈数,除了以下例外情况:
a) The distance of the race in Monaco shall be equal to the least number of complete laps which exceed a distance of 260km.

b) If the formation lap is started behind the safety car (see Article 49) the number of race laps will be reduced by the number of laps carried out by the safety car minus one.

An exception to the provisions of Article 59.1 for the end-of-session signal will be made under the following circumstances:

c) Should two hours elapse from the start signal before the scheduled race distance is completed, the leader will be shown the end-of-session signal when he crosses the control line (the Line) at the end of the lap following the lap during which the two (2) hour period ended, provided this does not result in the scheduled number of laps being exceeded.
c)如果在预定的正赛距离结束前,且在开始信号发出后2小时后,这2小时结束后的比赛圈后的一圈结束时,即当领跑者越过控制线,且没有超过预定圈数时,结束信号将发出。
d) Should the race be suspended (see Article 57) the length of the suspension will be added to this two (2) hour period up to a maximum total race time of three (3) hours, and the leader will be shown the end-of-session signal when he crosses the control line (the Line) at the end of the lap following the lap during which the sum of these periods ended, provided this does not result in the scheduled number of laps being exceeded.
iii)如果正赛被暂停(参见第57条),中止时长将会被计入2小时的时长,同时也计入3小时的正赛最大时长中。在这些时间总和结束的比赛圈后的一圈结束时,即当领跑者越过控制线时,且没有超过预定圈数时,结束信号将发出。
5.6 The maximum number of Competitions in the Championship is 24 the minimum is 8.
5.6 锦标赛中所包含的比赛场数应不大于24场,且不小于8场。
5.7 The final list of Competitions is published by the FIA before 1 January each year.
5.7 锦标赛的最终赛历将会在每年的1月1日前由国际汽联发布。
5.8 A Competition which is cancelled with less than three months’ written notice to the FIA will not be considered for inclusion in the following year’s Championship unless the FIA judges the cancellation to have been due to force majeure.
5.8 在离赛事(分站赛)开始前不到三个月以书面形式通知国际汽联取消该分站赛的分站将不被包含在下一年的锦标赛赛历中,除非国际汽联仲裁认为赛事是因为不可抗力因素而(被迫)取消。
5.9 A Competition may be cancelled if fewer than twelve (12) cars are available for it.
5.9 如果少于12辆车能够参与赛事,该分站赛将被取消。
