There are so many players in this fight it's hard to keep motivations and scheme straight. So we got;
Ince - again trying to engineer the descent of a evil deity for whatever reason.
Demoness sect - pretty obvious, they want their goddess or at least an fragment of her to descent.
Aurora order - on board because this is some twisted publicity stunt them.
Loen royal family - some sort of false flag operation to start a war? The 3rd prince seemed to be the patsy. Guess a off branch because the royals whom count Hall interacted with seemed more interested in internal infrastructure then anything else.
Guy in gold mask - who the heck is this guy? He seem to be an arbiter so probably the same guy who showed up at Capim's place and dealing with Xio. Maybe there are traitors amongst the Kingdom's intelligence service and the royal family are.getting hoodwinked.

戴金面具的男人——这人到底是谁？他看起来是个仲裁人，所以可能是在卡平的地方同样现身了的人，也是正在和休做交易的那人。也许在王国的情*报*部*门和皇室成员之中有叛*徒存在。

Zangwil probably needed a new backer after leaving Evernight, so that would explain his motivation. Though there's a decent chance that this big plan required 0-08, so he was instigated from the very beginning for this purpose.
Aurora order would be happy for the publicity stunt, but the main benefit was supposed to be a "free" descent of the True Creator in Mr. A's body. They were likely brought in near the last minute without being told much ahead of time. Mr. A was likely the only person involved.
Royal Family - I doubt it was war related. If I had to guess, I'd say they found that huge underground ruin and were tempted by it, but couldn't take advantage of it on their own. For whatever reason, they couldn't or didn't want to involve the orthodox churches, so they turned to the demoness sect.
I suppose it could have gone the other way, with demoness sect finding it and bringing in some faction of the royal family because they needed huge amounts of manpower and living sacrifices that they couldn't have realistically obtained or mobilized in secret without being noticed by the royal family and the churches. This is actually sounding more plausible now that I've written it out...
赞格威尔可能在离开黑夜教会之后需要一个新的靠山，所以这就能解释他的动机了。虽然有很大的几率是因为他们的大计划需要0-08，所以一开始他就因为这个而被拉入伙了。

皇室——我在想这是不是和战争有关系。如果一定要猜的话，我会说他们发现了那个巨大的地下废墟并且被它引诱，但是只靠他们自己无法获得好处。出于某种原因，他们不能或者不想把正神教会拉进来，所以他们选择了魔女教派。
我猜还有另一种解释，魔女教会拉皇室或者皇室的一部分入伙，是因为他们需要大量的人力还有活祭，而他们没办法获得或者在皇室和教会注意不到的情况下偷偷搞定这些人力。我写下来之后感觉这个观点听起来更合理一点……

That was one intense battle. This is how action scenes are meant to be written! And the end of this chapter.... Wtf... I was not expecting that.
I kind of wonder if that woman might actually be an avatar of the Evernight Goddess. Perhaps she's gone mad with symptoms of catatonia rather than lunacy. This might explain why she doesn't answer her followers' prayers.

I think it's almost certain at this point.
The important question was, which Pathway's Angel was she? And what happened to her that she lost all sentience?
Going by the smile She gave our Mr. Fool I'm somewhat inclined to think She's part of the Seer Pathway or at least is connected with it in a non-hostile way.
A bit like Arrodes maybe?

I wonder if that woman is an avatar of the Evernight Goddess or an angel, sequence 2 of the sequence line the goddess is in charge of, sleepless pathway ( coz we know that as long as a god is present, there cannot be a sequence 1 of a pathway). She appeared right in the nick of time to save Klein.
The royal family was definitely in cahoots in this conspiracy... they are the ones covering for Ince Zingwel, probably the ones who kidnapped the slaves from the southern continent, and provided mid sequence beyonders to Capim. Even now the 3rd prince committed suicide with a bullet that erases spirituality to hide secrets of the family. Some big scheme is really afoot with those big players

Probably not. I don't think the City of Silver would be able to isolate all 1800 methods attempted by the Church of Evernight to gain even the slightest clue about the location of the "disappeared". This "dead zone" prison is probably related to whatever pathway that particular angel is from. It seems the Evernight pathway is related to darkness, fear, misfortune, horror, etc. We have enough clues to make that assumption at this point. So it could be from the Evernight path and could be sending them to wherever Zombie Jason ended up after getting yanked into the creepy door by Sharon, since that seems to be from a mystical item of the Evernight pathway (Zangwil used the same thing without an item). But if that were true, we would have expected to see something like that written in 0-17's information. Maybe a "deeper" layer of that space? If not a space related to the unique characteristics of a certain sequence like the previous suggestion, then it may also be some "divine kingdom" or similar artificial construct like the "Underworld" made by ancient Death that Azik just talked about. That would easily explain its near-perfect isolation effects against Beyonders of sequence 2 or below.
应该不是。我不觉得白银城能有办法躲过黑夜教会1800种尝试的追踪手段，有完全隔绝任何获知“消失的人”的位置的能力。这个“死亡区”监狱可能是和这个天使的途径有关，不过不知道是啥途径。看起来黑夜途径是和黑暗，恐惧，厄难，恐怖等等有关的。现在线索已经足够我们做出假设了。所以这个天使应该是黑夜途径的，能把这些人送到一个地方，就是活尸杰森被莎伦拉进那扇令人毛骨悚然的门之后抵达的地方，因为那个神奇物品似乎也是来自黑夜途径的（赞格威尔不用物品也能做到一样的效果）。但如果真是这样，那0-17的描述里应该有体现这样的记载才对。也许是这篇空间的“深层”？如果不是像我们之前猜的那样，是一个和某种特性有关的空间的话，那也有可能是什么“神国”或者类似的人造场所，就像阿兹克刚提到的古代死神制造的“冥界”一样。这应该就能解释这种对序列2以下的非凡者近乎完全的隔绝效果了。

I think its more likely he's in on it. I don't have any compelling reason why I think that, but it would be pretty darn nutty if someone managed to take control of the (likely demigod level) ruler of the biggest kingdom in the world backed by an angel family.
