Principles of the Charter of the United Nations underlying a comprehensive, just and lasting peace in Ukraine

Recalling the purposes and principles enshrined in the Charter of the United Nations,

Recalling also the obligation of all States under Article 2 of the Charter of the United Nations to refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any State, or in any other manner inconsistent with the purposes of the United Nations, and to settle their international disputes by peaceful means,
又回顾所有国家根据《联合国宪章》第二条有义务在其国际关系中不以武力威胁或使用武力,或以任何其他不符合联合国宗旨的方式,侵犯任何国家的领土完整或政治独立,并应以和平手段解决其国际争端,
Reaffirming that no territorial acquisition resulting from the threat or use of force shall be recognized as legal,

Recalling its relevant resolutions adopted at its eleventh emergency special session and its resolution 68/262 of 27 March 2014,

Stressing, one year into the full-scale invasion of Ukraine, that the achievement of a comprehensive, just and lasting peace would constitute a significant contribution to strengthening international peace and security,

Recalling the order of the International Court of Justice of 16 March 2022,

Deploring the dire human rights and humanitarian consequences of the aggression by the Russian Federation against Ukraine, including the continuous attacks against critical infrastructure across Ukraine with devastating consequences for civilians, and expressing grave concern at the high number of civilian casualties, including women and children, the number of internally displaced persons and refugees in need of humanitarian assistance, and violations and abuses committed against children,
强烈谴责俄罗斯联邦对乌克兰的侵略造成严重的人权和人道主义后果,包括对乌克兰各地关键基础设施的持续袭击,对平民造成毁灭性的影响。并对包括妇女和儿童在内的大量平民伤亡,需要人道主义援助的境内流离失所者和难民,以及侵犯和虐待儿童的行为表示严重关切。
Noting with deep concern the adverse impact of the war on global food security, energy, nuclear security and safety and the environment,
深为关切地注意到战争对全球粮食安全、能源、核安全和环境的不利影响,
Underscores the need to reach, as soon as possible, a comprehensive, just and lasting peace in Ukraine in line with the principles of the Charter of the United Nations;

Welcomes and expresses strong support for the efforts of the Secretary-General and Member States to promote a comprehensive, just and lasting peace in Ukraine, consistent with the Charter, including the principles of sovereign equality and territorial integrity of States;
欢迎并表示坚决支持秘书长和会员国根据《宪章》,包括各国主权平等和领土完整原则,努力促进乌克兰的全面、公正和持久和平;
Calls upon Member States and international organizations to redouble support for diplomatic efforts to achieve a comprehensive, just and lasting peace in Ukraine, consistent with the Charter;
吁请会员国和国际组织加倍其外交努力,根据《宪章》在乌克兰实现全面、公正和持久的和平;
Reaffirms its commitment to the sovereignty, independence, unity and territorial integrity of Ukraine within its internationally recognized borders, extending to its territorial waters;
重申致力于维护乌克兰在其国际公认边界内的主权、独立、统一和领土完整(包括其领水区域);
Reiterates its demand that the Russian Federation immediately, completely and unconditionally withdraw all of its military forces from the territory of Ukraine within its internationally recognized borders, and calls for a cessation of hostilities;
再次要求俄罗斯联邦立即、完全和无条件地将其所有军事力量撤出国际公认边界内的乌克兰领土,并停止敌对行动;
Demands that the treatment by the parties to the armed conflict of all prisoners of war be in accordance with the provisions of the Geneva Convention relative to the Treatment of Prisoners of War of 12 August 1949 and Additional Protocol I to the Geneva Conventions of 1949, and calls for the complete exchange of prisoners of war, the release of all unlawfully detained persons and the return of all internees and of civilians forcibly transferred and deported, including children;
要求武装冲突各方按照1949年8月12日《关于战俘待遇的日内瓦公约》和1949年《日内瓦四公约第一附加议定书》的规定对待所有战俘,并呼吁彻底交换战俘,释放所有被非法拘留的人,遣返所有被拘留者和被强行转移和驱逐的平民,包括儿童;
Calls for full adherence by the parties to the armed conflict to their obligations under international humanitarian law to take constant care to spare the civilian population and civilian objects, to ensure safe and unhindered humanitarian access to those in need, and to refrain from attacking, destroying, removing or rendering useless objects indispensable to the survival of the civilian population;
呼吁武装冲突各方充分遵守国际人道主义法规定的义务,时刻注意不伤害平民和民用物体,确保人道主义援助安全无阻地提供给有需要的人,避免攻击、摧毁、移动或使平民生存所必需的物体报废;
Also calls for an immediate cessation of the attacks on the critical infrastructure of Ukraine and any deliberate attacks on civilian objects, including those that are residences, schools and hospitals;
还呼吁立即停止对乌克兰关键基础设施的袭击和对民用物体的任何蓄意袭击,包括对住宅、学校和医院的袭击;
Emphasizes the need to ensure accountability for the most serious crimes under international law committed on the territory of Ukraine through appropriate, fair and independent investigations and prosecutions at the national or international level, and ensure justice for all victims and the prevention of future crimes;
强调必须通过在国家或国际一级进行适当、公正和独立的调查和起诉,确保追究在乌克兰境内犯下的国际法规定的最严重罪行的责任,并确保为所有受害者伸张正义,防止今后的犯罪;
Urges all Member States to cooperate in the spirit of solidarity to address the global impacts of the war on food security, energy, finance, the environment and nuclear security and safety, underscores that arrangements for a comprehensive, just and lasting peace in Ukraine should take into account these factors, and calls upon Member States to support the Secretary-General in his efforts to address these impacts;
敦促所有会员国本着团结一致的精神进行合作,以应对战争对粮食安全、能源、金融、环境以及核安全的全球影响;强调乌克兰实现全面、公正和持久和平应该考虑到这些因素;并吁请会员国支持秘书长努力解决这些影响;
Decides to adjourn the eleventh emergency special session of the General Assembly temporarily and to authorize the President of the General Assembly to resume its meetings upon request from Member States.
决定大会第十一届紧急特别会议暂时休会,并授权大会主席应会员国请求复会。
