——天灾。

——不知从什么时候开始，天灾开始越发频繁，让大地支离破碎。

人们躲藏在前人的智慧之中，用混凝土与金属建起躲避天灾的巢穴，称之为移动城邦。
但天灾依旧无情地捕猎着地面上的一切生灵，创造着远远胜灾难本身的苦难。

必须有人阻止灾难扩散，必须想办法从互相仇视、互相倾轧的城邦之间取得平衡——
否则在天灾撕裂我们之前，我们将无计可施。


——“危机合约”。

不论出身，不论种族，不论善恶，只要你有足够的实力——活下来，处理目标，获得报酬。
或是，处理危险的目标，获得巨额的报酬，以及，活下来。
不管接下来发生的将是怎样前所未有的灾难，“危机合约”都将在阴暗处继续撑起一张无人知晓的网。

这一切，都是为了更多的生命。

《法里肯会议共同宣言》

前言

       尊敬的各位天灾信使，自泰拉1079年至今已有近20年的时间，在这20年的时间里，无数的天灾信使为了更多人的生命，走在了对抗天灾的第一线。这其中，也涌现了极多因天灾而致伤致残，甚至牺牲的伟大信使。在此，请允许危机合约向所有因故而牺牲、致残、负伤以及此时此刻仍在工作岗位上的信使们致以崇高的敬意。
       时过境迁，这20年里，《法里肯天灾信使公约》一共修正了三次，分别是1080年的补充修正以及1087年和1093年的删节修正。在公约出台伊始，本公约就是一个没有强制力、只凭公信力进行约束的规范，然而，去年于莱塔尼亚发生的悲剧性事件，侧面证明了天灾信使这一职业也需要一定的措施来进行管制，也促使了危机合约系统的改革。因此，在经过改革后的危机合约管理委员会的统一调研之后，本委员会决定自即日起，现行的1093年修正版《法里肯天灾信使公约》废除，并且代替为新出台的1098年修正版公约。
       希望修正过后的本公约，能够更好的预防类似于沃伦姆德的悲剧，同时对各位天灾信使起到引以为戒的作用。也相信此举能够提升天灾信使以及危机合约的公信力。——“这一切，都是为了更多的生命。”（危机合约管理委员会；1098，3）
       尊敬的各位天灾信使，1098年3月公布的《法里肯天灾信使公约（1098年修正版）》的炎国语版本已经于发布当日公布。本分部考虑到学术性与专业性，决定以对照方式将原文（维多利亚语）和本地化版本放在一起，以便查阅与引用。感谢您一直以来对危机合约系统的支持。——“这一切，都是为了更多的生命。”（危机合约炎国办事处；1098，3）

法里肯天灾信使公约

（本公约的现行修正版本为1098年3月版，该版本为本地化版本）

此身既已身为天灾信使，我则以我的尊严与名誉，庄严的保证：

我将把我的知识、技能乃至生命，都奉献给保护人类文明存续的伟大事业当中。

我将首先考虑人类的生命与安全，无论天灾席卷至何地；

我将以我最大的敬意去对待人类的生命；

我将一视同仁的看待所有的人，无论是否委托、年龄为何、是否患有疾病或残疾、所持何种信条、性别、国籍、信仰、种族、性取向、社会地位，无论任何因素；

我将尊重委托人的自主和尊严，但是，我将严守自己的良知，不以任何方式接受可能残害人类生命的委托；

我将用我的良知和尊严，按照公认的规范来履行我的职责；

我将继承天灾信使历史上的荣誉和崇高的传统，但是，我不会因既往的荣誉而虚浮，也不会顽固的坚守传统；

我将给予我的前辈、同僚与后生以应有的尊重、感激与指导；

我将在必要的情况下将我的知识无条件的奉献，以造福人类与推动进步；

我将重视自己的健康水准与实践能力，以最好的状态提供服务；

我不会用我的知识去戕害与践踏人性，即使受到胁迫；

只因我们认为，灾难的扩散必须被阻止；只因我将证明，面对天灾，我们并非无计可施；只因我们坚信，这一切都是为了更多的生命。

正是因此，我庄严地、自主地，做出以上承诺。

Fariken Catastrophe Messenger Convention

(the current amended version of this Convention is the March 1098 version, which is the original version)

As a Catastrophe Messenger, I solemnly swear with my dignity and reputation that I will devote my knowledge, skills and even life to the great cause of protecting the survival of Human civilization.
I will first consider human life and security, no matter where Catastrophe sweep;
I will treat human life with my greatest respect;

I will treat all people equally, regardless of entrustment, age, disease or disability, creed, gender, nationality, belief, race, sexual orientation and social status, regardless of any factor;

I will respect the client's autonomy and dignity, but I will strictly abide by my conscience and will not accept any commission that may harm human life in any way;

I will use my conscience and dignity to perform my duties in accordance with recognized norms;

I will inherit the honor and noble tradition in the history of the messenger of natural disasters, but I will not be vain because of my past honor, nor will I stubbornly stick to the tradition;

I will give my predecessors, colleagues and future generations due respect, gratitude and guidance;

I will unconditionally dedicate my knowledge when necessary to benefit mankind and promote progress;

I will pay attention to my health level and practical ability, and provide services in the best state;

I will not use my knowledge to harm and trample on human nature, even under coercion;

Just because we believe that the spread of disasters must be stopped; Just because I will prove that we are not helpless in the face of Catastrophe; Because we believe it is all about saving more lives.

It is for this reason that I solemnly and independently make the above commitments.
