I think it’s because the idea of wrapping meat or vegetables in dumpling skin or other similar skin made of flour or rice was a worldwide popular way of cooking food.

The dumpling that Buryat people enjoy, is called Buuz, interestingly, the pronunciation of Buuz is similar to 包子 in Chinese, but its size is somewhere between Chinese Bun and Chinese Dumpling. Usually a Buuz wraps beef as fillings inside. A bit salty but super delicious! Very popular in Mongolia, Buryatia and other oblasts/republic state in Siberia.

The famous Ukrainian version of dumpling, is called Vareniki. In Russia, it’s called Pelmeni, see also: Pelmeni - Wikipedia. The wrapping or the dumpling skin is usually made of flour while the fillings could be mainstream potato or other food, such as beef. When the cooking is finished, the topping could cream, or cherry jam or onions, or nothing, depending on personal favor.

The Vietnamese dumpling is called Banh Bot Loc. Some people say that it should be called Banh Bao, but Banh Bao seems to be a variant of Bun. While Banh Cuon is a variant of Spring Roll. The Vietnamese variant of dumpling contains shrimp or pork or green onion inside, served with sweet chili sauce. What differs the most from other variants, is that the classic wrapper is made of tapioca flour instead of wheat flour. Similar dumplings can be found in Guangxi, Guangdong provinces of China, due to the similarities in food culture.
In Korea, either North or South, the dumpling is called Mandu, with a similar pronunciation to 馒头 (Chinese steamed bread). I feel it weird when eating dumplings which are called mandu, but it’s tasty, who care? Korean dumplings are filled with a mixture of various meats and vegetables. Now, in China, dumplings are called 饺子, Jiaozi. See also: Jiaozi - Wikipedia. Due to the long list of variants and variety of favors, as well as the long history of Jiaozi since its invention during the era of the Eastern Han (AD 25–220), Wikipedia explains much more in details.
The reason that foreigners in China love dumplings, perhaps, is because the dumplings, no matter which variant, is delicious! Even if they’ve never been to China, any variant of dumplings worth trying!

My opinion based on my experiences as a sous chef and those of my friends.
Most of the dumplings in the US and perhaps other countries in local Chinatowns are made by Chinese chefs that emigrated and brought skills in basic culinary rather than a specialty in Dim Sum or dumplings.
The dumplings and Dim Sum in China and Hongkong are made by chefs especially skilled in this craft. There is also a vast variety of types, shapes and fillings. The famous Shanghai XiaoLong bao (bun) is a specialty that is filled with soup(the soup is jelled and placed in the bun with the filling and when steamed melts).
Xian is one of the ancient capitals and during the reign of Dowager Empress Cixi, ordered at least 100 dumplings/dim sum daily and mandated different ones each time. We went to a Xian dumpling restaurant and had hundreds to choose from. Every province has their own specialty and Hong Kong has excellent dim sum chefs and restaurants.

They are little parcels of pure pleasure.
When you consume them with family and friends at a nice restaurant, the eating experience is increased exponentially.
Combined with other dim sum, it becomes stratospheric.
Eating, chatting and chilling out for hours on end is very good for the soul.

Chinese food is pretty much all bland and tasteless for western palates. In fact for almost anyone who isn’t Chinese.
Dumplings - depending on the type of course - usually have a little flavour and comes with a dipping sauce to help it taste of something too.
Oh also, there aren’t bones in the meat. That helps.

dumplings are very filling and are great as they have many different kinds of fillings. I like steamed and fried dumplings.
Dim Sum dumplings from the south are good. You can get dumplings from all over China though.

Ever since I started making my own dumplings at home shortly after we got married, my husband has been ruined. He has tried (sometimes is made to try) other versions (frozen, restaurant-sold, or home-made by other Chinese) of dumplings and nothing else compares, according to him.
His coworkers, many of whom had not had “real” Chinese dumplings before they tried mine, all want more of my version. One guy even offers to pay me to make him some:-) One of our former neighbors was the same way.

what is not to love? succulent meat and vegetables wrapped in paper thin flour. Dumplings from any country are tasty.
