Not all Imperial citizens are given the thumbs up to join the Inquisition.

Acolytes or Warrior Acolytes (Sometimes referred to as an Explicator or Interrogator) are such a case and are usually the Inquisitor's personal cannon fodder apprentices given the special access and privileges to learn what is often deemed as too confidential for public security or too heretical to let any normal pleb living in the Underhives to spread the knowledge around.
