来找周兴和的老汪等人，确实不是等闲之辈，他们像一个个高明的魔术师，总会演出一个个让人眼花缭乱的节目来。老汪在茶馆里对周兴和所说的话，还真不是旁敲侧击威胁他。

周兴和目前的处境真像俗话所说的：“阎王好见，小鬼难缠”。如果按他人生中的切身体会：小鬼岂是难缠，这些小鬼的手段和智慧甚至远远超越了阎王！

1998年1月11日，成都市政府下发了《关于加快秸秆综合利用的通知》，明确指示道：对科委组织鉴定，在秸秆综合利用方面取得重大科研成果的单位和个人，政府给予奖励；对开展秸秆综合利用的单位，按高新技术和环保企业对待，享受相应的优惠政策，尽快推广他们的产品，企业所得税实行减免。
On January 11, 1998, Chengdu Municipal Government Issued the "Notice on Accelerating the Comprehensive Utilization of Straw", clearly indicating that the government would reward the units and individuals who made significant achievements in the comprehensive utilization of straw through the identification organized by the Science and Technology Commission. 1998年10月21日，四川省政协以副主席曾平江、常委兼副秘书长侯更新、省农业厅副厅长张涵、政协提案委员会副主任任绍辉等31名委员牵头，向省委省政府报送了《关于成都市城郊秸秆综合利用的调查报告》的提案。提案中讲到：“以秸秆为主要原料的生产企业外部环境有欠公平。据反映，有关部门对一些企业的产品进入市场和对外发展设置管、压、卡，造成较大经济损失。如成都星河建材厂的产品，省上有关部门认可，但墙改办个别经管人员不予认可，对该企业产品的推广应用和企业发展带来不利影响。”
On October 21, 1998, 31 members of the Sichuan Provincial Committee of the Chinese People's Political Consultative Conference (CPPCC), led by Zeng Pingjiang (Vice Chairman), Hou Gengxin (Standing Committee Member and Deputy Secretary-General) Zhang Han (Deputy Director General of the Provincial Department of Agriculture), and Ren Shaohui (Deputy Director of the Committee for Handling Proposals of the CPPCC), submitted and reported the proposal of "Investigation Report on the Comprehensive Utilization of Straw in the Suburbs of Chengdu" to the Provincial Party Committee and the provincial government. 四川省委书记谢世杰、省长张中伟等领导专门在提案上作了批示，要求省市有关部门专门开会研究，落实整改措施，解决企业困难，支持企业发展。

1999年4月，国家科技部下发了年度《科技计划》，明确地把成都星河建材厂的“秸秆轻体隔墙板”等3项专利技术列入了“国家级星火项目计划”之中，要求各地认真组织好实施工作。

秸秆依然在铺天盖地焚烧，成都平原依然一片乌烟瘴气。2000年6月1日，时任四川省委的主要领导到北京参加中央工作会，可由于农民焚烧秸秆又造成飞机不能起飞，未能及时赶到北京。成都金牛区黄忠街道办事处主任钟培松仗义执言，给省委写信反映了星河建材厂秸秆产品推广受阻的情况。

周兴和早有准备，他抓紧时间，将成都秸秆焚烧屡禁不止的真正原因、农民烧也难用也难的境况、自己研究发明的专利得到国家权威部门认定、能够解决秸秆焚烧、增加农民收入的情况，以及推广受阻的问题，言简意赅地向书记作了汇报。说完，他拿出一大堆国家权威部门颁发的奖励、认定、规划、中标的证书，以及全国各地上百份用户使用他产品的证明和感谢信，递给书记。
Zhou Xinghe was prepared, so he took the time, simply reported to the Secretary about the real reason of repeated emergence of straw burning in Chengdu, the situation that it was difficult for the farmers to burn and use the straw, the situation that his invention patents had been affirmed by the national authoritative departments, which could solve the straw burning problem and increase the farmers' income, and the problem of promotion blocked.
