Vista Pacifico LNG Terminal in Mexico

LNG690, known as Topolobampo LNG before, now its name is Vista Pacifico LNG Terminal.

The location is Topolobampo in Mexico.  

Vista Pacifico LNG is expected to be online in 2025 with 4 mtpa and a 180,000 m3 tanker.

U.S. LNG infrastructure company Sempra has signed a deal with Mexico’s Federal Electricity Commission to jointly develop the Vista Pacifico LNG terminal in Topolobampo, Sinaloa.

Mexico’s Federal Electricity Commission (CFE) and Sempra Infrastructure signed a non-binding memorandum of understanding (MoU) for the development of Vista Pacifico LNG and other projects. Specifically, Vista Pacífico LNG is a natural gas liquefaction project at Topolobampo liquid fuels marine terminal in Sinaloa.

This adds to Sempra Energy’s Energia Costa Azul LNG, making it its second LNG project in Mexico. When finished, Vista Pacifico would export about 4 million metric tonnes of LNG per year.

The rest of the projects include a natural gas regasification project in La Paz, Baja California Sur; and the resumption of operations of the Guaymas-El Oro pipeline in Sonora.    

These developments would allow economic growth of the region, with a view toward strengthening CFE’s position in global LNG markets. 

The deal also addresses the return to service of the Guaymas–El Oro pipeline through a proposed re-routing. Through this new route, CFE would be able to supply natural gas to markets in the Pacific Coast of Mexico, Baja California Sur, as well as the Vista Pacifico LNG facility. 

CFE says this contributes to strengthening the country´s energy security. On the other hand, Sempra Infrastructure agrees to continue to work to develop critical new energy infrastructure in Mexico.

Background

US-based Sempra Energy and its subsidiary IEnova are planning a new LNG production/export terminal in Mexico to produce 4 million tonnes per annum (mtpa) of LNG in northwestern Sinaloa.[1]

On November 18, 2020, developers submitted an application to the US Department of Energy (DOE), through the joint venture Vista Pacifico LNG, to export 240 Bcf of natural gas from the US to Mexico and re-export about 4 mtpa.[2] The DOE approved Vista Pacífico's application in April 2021.[3] The project is looking to export LNG to both FTA and non-FTA countries.[2][3] Vista Pacifico is expected to start commercial operations by 2025.[1]

The new LNG terminal will be constructed at the site in Topolobampo, Sinaloa. It will be equipped with one 4-mtpa liquefaction unit, one 180,000-cubic-meter tank, an LNG jetty and other related facilities. Additional LNG liquefaction trains are under-consideration. The developers aim to supply LNG to geographically strategic Asian markets, where LNG demand is expected to rise.[1]

In January 2022, Mexico's Federal Electricity Commission signed a non-binding memorandum of understanding with Sempra Energy calling for the two companies to jointly develop the Vista Pacífico LNG terminal. The agreement would allow CFE to take advantage of surplus natural gas and excess pipeline capacity on the Texas-to-Mexico network (including the El Encino-Topolobampo Gas Pipeline) to increase fuel supply to its power plants in Baja California Sur, just across the Gulf of California from Topolobampo.[4] Sempra Energy would use the terminal to export lower-cost Permian Basin natural gas to high-demand markets in Asia.[5]
