Well if you read the paragraph the pen wrote before, it clearly can sense things going on around the “story”, and write down what is happening. And when reality doesn’t goes as written, it crosses out former paragraphs and writes new ones. That is why it(and the person holding the pen) knew Klein disrupted its story in the first volume, and why it knew Klein had just met Trissy.

Pay more attention to the details,the meteor shower was something that was already fated to happen the next day,he simply brought the date of its occurence forward with the power of 0-08.The author hasn't shifted from his original intentions and plans for the scope of the quill and notebooks's abilities.0-08 can't create something from nothing.

There's always a meteor shower happening somewhere, or a potential earthquake, etc. This means that 0-08 can always call a natural disaster with no limitations.

What baffles me is your persistence in mentioning the "no limitations" part, i stress, 0-08 is only capable of employing all freak accidents related to or taking place in the immediate area.The more illogical the coincidence is, The stronger the backlash.Also If i remember correctly,it's absolutely imperative that it's wielder stays within the same city,that's it's working -range.

As for the repercussions on the user's part, every time Ince Zangwill uses the artifact, it in turn screws him over manifold, its similar to Arrodes in that department,only much more severe.It also has the side-effect of attempting to write it's own user to death,any one of these reasons suffice to quash your arguments.

A little bit spoiler: everything has its price, and the price of using 0-08 is extremely high，everytime the owner writes something with 0-08, the bloody quill then gets to write its owner, the power of the quill increases with level of bullsheetness of the owner's story---- the harder you screw others with 0-08, the harder 0-08 gets to screw you----so after our dear boy Ince creates some goddam%&ed Meteor out of no where, he basically gived that quill a "f^ck me to death" free pass. Which in the end, surely caused the death of Ince Zangwill

I was poking around the wiki, and I found the pathway and sequence that I think 0-08 derives its power from, namely Dreamer (Spectator) sequence 1: Author. The description is: 

"They can control the hearts and souls of every living thing, making them obey commands, yet not realizing they are being controlled, as if they were just characters in a story. They will think they are acting according to their own beliefs. 

They can turn nightmares into reality, involving others into unconscious participants, where they will meet devastating tragedy." 

So, I think the meteors would be the second power.

It does make me think, why are the rest of the Sequence 0 Deities in the Kingdom twiddling their thumbs if even the weakened Vampire Ancestor Lilith could the future disasters and a way for the Sanguine to save themselves specifically through "The Fool"?

Actually, Lilith only mentioned the Fool play a key role in apocalypse and demand the sanguine to make contact with him. Her intention is unclear. It may not necessarily be asking for help like how Emelyn think. May be She is planning to take over the gray fog domain through Emelyn's contact.

Maybe it was sealed from the characteristic of the dragon of imagination after the original creator killed it. The original creator is really OP such that those abilities wouldn't have worked on him.

Oh my goodness! Does this lady despair plan to use the ritual power to advance further? Maybe skip a sequence or two? Remember Roselle said that for him, advancing to sequence 4 would be rather gruesome as it entailed desertification of an entire area and I think sacrificing all life there.
