1  范围

    本标准规定了电力生产单位和在电力工作场所工作人员的基本电气安全要求。

    本标准适用于具有66 kV及以上电压等级设施的发电企业所有运用中的电气设备及其相关场所;具有35 kV及以上电压等级设施的输电、变电和配电企业所有运用中的电气设备及其相关场所;具有220 kV及以上电压等级设施的用电单位运用中的电气设备及其相关场所。其他电力企业和用电单位也可参考使用。

    2规范性引用文件

    下列文件对于本文件的应用是必不可少的。凡是注日期的引用文件,仅注日期的版本适用于本文件。凡是不注日期的引用文件,其最新版本(包括所有的修改单)适用于本文件。

    3术语和定义

    GB/T 2900.20—1994、GB/T 2900.50—2008界定的以及下列术语和定义适用于本文件。

    3.1

    发电厂[站]electrical generating station

    由建筑物、能量转换设备和全部必要的辅助设备组成的生产电能的工厂。

    3.2

    变电站(电力系统的)substation(of a power system)

    电力系统的一部分,它集中在一个指定的地方,主要包括输电或配电线路的终端、开关及控制设备、建筑物和变压器。通常包括电力系统安全和控制所需的设施(例如保护装置)。

    3.3

    电力线路electric line

    3.4

    断路器  circuit-breaker

    能关合、承载、开断运行回路正常电流,也能在规定时间内关合、承载及开断规定的过载电流(包括短路电流)的开关设备,也称开关。

    注:改写GB/T 2009.20—1994,定义3.13。

    3.5

    隔离开关disconnector

    在分位置时,触头间有符合规定要求的绝缘距离和明显的断开标志;在合位置时,能承载正常回路条件下的电流及在规定时间内异常条件(例如短路)下的电流的开关设备。

    3.6

    低[电]压low voltage;LV

    用于配电的交流系统中1 000 V及其以下的电压等级。

    3.7

    高[电]压high voltage;HV

    (1)通常指超过低压的电压等级。

    (2)特定情况下,指电力系统中输电的电压等级。

1  Scope

 

This standard specifies the basic electrical safety requirements for power generation units and operators in electrical workplace.

 

This standard is applicable to all operating electrical equipment and their related places of power generation enterprises having facilities with voltage grade of 66kV or above and that of power transmission/transformation/distribution enterprises having facilities with voltage grade of 35kV or above as well as that of power consumers having facilities with voltage grade of 220kV or above. It may be used as reference for other power enterprises and power consumers.

3  Terms and Definitions

 

For the purposes of this document, the following terms and definitions and those given in GB/T 2900.20-1994 and GB/T 2900.50-2008 apply.

 

3.1

electrical generating station

the plant for generating electric energy, which consists of building, energy conversion device and all necessary auxiliary equipment.

3.2

substation (of a power system)

a part of the power system, which is consolidated in a designated place and mainly consists of terminals of transmission or distribution lines, switch and control equipment, building and transformer, generally including necessary facilities for power system security and control (e.g. protection device).

 

Note: according to the characteristics of the system having substation, a prefix may be added in front of the word "substation" for definition, e.g. transmission substation, distribution substation, 500kV substation and 10kV substation (of a power transmission system).

3.3

electric line

the facility that is composed of conductor, insulating material and various accessories and used for power transmission and distribution between two points in the system.

3.4

circuit-breaker

the switchgear that can close, bear and interrupt normal current in operating circuit or specified overcurrent (including short-circuit current) within specified time, also referred to as switch.

3.5

disconnector

in the open position, specified insulation distance and obvious disconnecting marks shall be applied between contacts; in the closed position, there shall be switchgear that can bear the current under normal circuit conditions and abnormal conditions (e.g. short circuit) within specified time.

3.6

low voltage; LV

the voltage grade of 1 000V or below in the AC distribution system.

3.7

high voltage; HV

(1)  generally refers to the voltage grade exceeding low voltage.

(2)  refers to the voltage grade of transmission in power system in particular cases.

3.8

operating electrical equipment

the electrical equipment with voltage on its whole body or on a part of it, or the electrical equipment that will be with voltage once operated.
