2022年1月1日，《区域全面经济伙伴关系协定》（RCEP）正式生效。RCEP的共有15个成员国，包括东盟10国和中国、日本、韩国、澳大利亚、新西兰，总人口达22.7亿，GDP达26万亿美元，出口总额达5.2万亿美元，均占全球总量约30%。多边贸易体制和区域自贸协定是驱动经济全球化、国际贸易投资自由化便利化的两个轮子。中国加入世界贸易组织、持续扩大开放的20年，也是探索对外签署自由贸易协定、积极推动自由贸易区建设的20年。为推动高水平对外开放，中国提出实施自由贸易区提升战略，构建面向全球的高标准自由贸易区网络。RCEP成员国是中国重要的经贸合作伙伴。2020年，中国对RCEP成员国出口、自成员国进口分别约占中国出口、进口总额的27%和38%。同期，来自RCEP成员国的投资占中国利用外资的比重超过10%。RCEP通过削减关税、扩大市场准入、采取贸易投资便利化措施，促进生产要素自由流动和高效集聚，将推动形成一体化大市场，使中国与RCEP成员国的贸易投资更加密切，有助于构建良性可持续的国际经济循环体系。展望未来，RCEP将成为中国内外贸一体化、引进外资和对外投资协调发展的重要平台，进一步增强中国与RCEP成员国市场、资源和要素的联通性，稳定产业链供应链，提高全球和区域价值链参与水平，加快形成以国内大循环为主体、国内国际双循环相互促进的新发展格局。

The Reginal Comprehensive Economic Partnership Agreement (RCEP) went into effect on January 1, 2022. It has 15 member states, which are the 10 nations within Asean, China, Japan, South Korea, Australia, and New Zealand, with a total polulation of 2.27 billion, a GDP of 26 trillion USD, and a volume of inport and export reaching 5.2 trillion USD, all accounting for roughly a third of the world's total amount. Milti-lateral trading system and regional free trade agreements are two engines driving the globalization of world economy and the liberalization and facilitation of international trade and investment. The past two decades witnessed China's inclusion into the world trade organization and its expansion in opening-up, and saw its proactive endeavors in promoting free trade agreements and free trade areas. To achieve a higher-level opening-up, China has launched strategies to upgrade its free trade areas and establish a network of high-level free trade areas that is accessible to the world. The RCEP member states are important partners of China in trading and cooperation. In 2020, export and inport volume between China and other RCEP members marked 27% and 38% respectively of its total amount. At the same time, investment from RCEP members acounted for over 10% of its total foreign investment utilized. By cutting tarrifs, expanding market access, and adopting favorable measures to facilitate trade and investment, RCEP has promoted the circulation of resources and the establishment of an integrated market that brings China and its member states closer.All this will facilitate the creation of sustainable global economic circulation system. In the future, RCEP will become a pivotal platform for China to integrate its domestic and foreign trade, and coordinate it effort to attract foreign capital and invest abroad. It will further boost the connectivity of markets, resources and elements between China and the other members, stablize the industrial and suppply chains, promote the nation's presence global and regional value chains, and create a new model of development where the domestic and foreign markets are mutually reinforcing with the domestic one as its core.
