Bitterest Hate
What could have caused a Primarch, especially one as renowned for his single-minded loyalty as Leman Russ, to act in less than full accord with the orders of the Emperor? Much has been made in past treatise of the persuasiveness of the newly anointed Warmaster, seeking to place the blame for this corruption of the fleets orders on his shoulders alone. Such revisionist theories ignore a number of other potential causes, seeking favour with the courts of Terra by idealising those Primarchs who would later fight on the Loyalist side, and are a dangerous conceit for a scholar. It is well recorded in the records of those nearforgotten years that Leman Russ bore little love for his learned brother, whose 'sorceries' he saw as a potential threat to the Imperium. Indeed, the two had quarrelled on a number of occasions, and at the Council of Nikaea Russ been one of Magnus' most vehement detractors. Not only this, but it was an open secret within the ranks of the Divisio Militaris that the Space Wolves had served many times not just as one of the vanguards of the Great Crusade, but also as one of the Emperor's preferred weapons against traitors and turncoats. It was a task for which they were eminently suited as they stood apart in many ways from their fellow Legions and the hosts of the Imperium alike, courting neither comradeship nor ties of direct fealty save to the Emperor Himself. Building no nations and garrisoning few worlds, they were not the ones to raise fortresses or offer martial example to others, directing armies or standing proudly in the heart of the fires of battle. Instead they remained —as their common name implied— a predator prowling the outer darkness, beholden to but one master. The Space Wolves Legion was truly a force that had been moulded for a single purpose—to destroy utterly any threat deemed dangerous enough to warrant their attention.

The deliberate selection of Leman Russ and his Space Wolves as the core force of the censure might be seen by some as tacit approval from the Emperor for the destruction of Prospero, a means to remove a threat while remaining outwardly benevolent, despite the wording of His official order. To others it seems simply the prudence of selecting a force that would not baulk for a moment at any order, however bloody or unthinkable, even one to slay brother Legiones Astartes. The fact remains in any case that having commanded a number of expeditions to remove threats from within the Imperium whose details yet remain hidden to this day, the implications of the Space Wolves' selection for the Censure force is something that Leman Russ cannot fail to have understood.
