China is innovating at an increasingly larger scale and is close to becoming the global innovation leader. In 2014, for example, the country spent nearly $200 billion on research and development. Innovation is crucial for China’s future growth, that is, generating jobs and income, especially in services. Continued urbanization is expected to bring 100 million more residents to large Chinese cities by 2020 That will create a need for 10 million new urban jobs every year. Efforts to foster innovation need to come from multiple fronts. First, China needs to continue to invest in innovation. It also has to make sure that the money is spent on the right areas and with high efficiency. Second, innovation needs to tap into the potential of different players, including enterprises, both state-owned and privately-owned, as well as universities and research institutions.
