Hi,

Yes, there is an upper bound to the number of times it will take. And it takes fewer iterations that people probably realize. Don't try to sort everything at the same time, do it one card at a time. Here's a quote from Level 3 Judge Charlotte Sable on the topic:

Unlimited “scry 2″ (or scry N, where N>1) effects allow you to order your deck in the order of your choice. To do this, you’re doing a bubble sort of your deck, scrying until you get to the desired top card, then keeping it on top and cutting to the desired next card as in Scry 1. Then you put those two cards on the bottom of your deck and find the card you want 3rd, and keep it on top of the deck until it’s under card #2, etc.

You can shortcut this so that it doesn’t take thousands of iterations, of course. If you’re going to do this at a tournament, explain it to the judge before the event so that they’ll be aware of what you’re doing.

So you effectively scry until you find the first card you want and is on top of your library, then put it on the bottom. Then scry until the next card you want is on top, keep it on top, then scry until the first card is found, then put them both on the bottom. Then keep repeating this. At the point where you have unlimited scry 2s, it's an acceptable shortcut at that point to just arrange the library how you want to, as long as you're not taking an excessively long time to do so. This has been backed up by high-level judgess and NetReps in the past, and nothing has changed at this point, so the ruling still stands.
